    I am given to understand that, Investigating Officers of Central Government Agencies such as CBI, CVC and Directorate of Enforcement are also authorized to conduct investigation into the offences against Public officials and the employees of Public Sector Undertakings, Corporations or Bodies owned or controlled by the Government of India. Kerala State Warehousing Corporation (KSWC) is an organization having 50% Share Capital by Central Warehousing Corporation (CWC) and 50% share capital by the Govt. of Kerala (One of the States in Indian Union). As CWC has 50% stake in Kerala State Warehousing Corporation, an appropriate remedial action may kindly be taken from your kind end to curb and discourage certain unlawful activities, back door entry and irregular & illegal appointments etc.

    Through the present letter I would like to request you to register and investigate my complaint against the authorities of Kerala State Warehousing Corporation (KSWC) as they have been at the helm not only misused their position and power but indulged in corrupt practices while appointing scores of ineligible people through back-door at the expense of eligible, deserving lot. The aberration, on this score, is seen more on part of the Chairman Mr.G.Mohandas who accommodated his close relative named Smt.Sindhu.S with ease shelving all rules and throwing norms to wind. Chairman’s relative was a fresh addition to the list of such persons appointed by the current Management to appease political bosses and even some influential outside the power.

    Below are some instances as to how national wealth is spent on the mal-administration, arbitrary and unjustified activities of current Management of KSWC in connivance with each other.

    99 persons, including Smt.Deepa. V.O residing at Kovoor House, N 27, Ram Nagar, Papanamkode, Trivandrum, were terminated from KSWC dated on 3rd February, 2007 as their appointment was in violation of the rules and regulations of KSWC. Challenging the termination, Smt. Deepa had approached Honb’le High Court by filing W.P (c) No. 4290 of 2007. The writ petition was dismissed by High Court because it had no merit. Subsequently in the year 2013, Smt. Deepa.V.O again filed another writ petition as W.P (c) No. 15537 of 2013 concealing that she had earlier filed a writ petition challenging her termination. Smt.Deepa had challenged her termination in the second writ petition also. This time, Honb’le High Court was pleased to allow the second writ petition setting aside her order of termination. On the strength of this judgement, she has been re-inducted into the service of Kerala State Warehousing Corporation. Even though KSWC Management had evidence of crime committed by Ms.Deepa.V.O, this includes misleading the High Court; the Management has failed to take any action against her till today.

    I have strong reason to believe that the current Management of KSWC is bent upon to save Ms.Deepa, although she has clearly played fraud. Instead of taking legal and disciplinary action against her for facilitating forgery and fraud, the KSWC Management tent to encourage corruption, which as we all know is the bane which this country faces today. The Management wasted no time but immediately began the steps of appointing 29 persons on regular basis citing the judgment of Ms.Deepa.V.O!! It was when KSWC in no better shape financially, these persons were given appointment!!

    Moreover, at a time when Mr.G.Mohandas became Chairman of KSWC, the aforesaid terminated persons were invited by the Corporation to appear an interview on 4th March, 2015 for considering them for appointment to the post of Assistant. As the Corporation obviously wanted to accommodate them in the existing vacancies of Assistants, most of the above said persons attended the interview.

    After the completion of the interview, the Corporation has committed gross illegality in as much that they published a ranked list of candidates who attended the interview for the post of Assistant who were included in ranked list and appointed earlier as Assistants were included in the said ranked list for appointment to the post of Marketing Assistants which was not the post to which they were invited to appear for interview!!

    There was no post of Marketing Assistant in the Corporation. But the post that was available in the Corporation was that of Assistant. So, the Corporation has converted the post of Assistants as Marketing Assistants illegally and without any authority and has appointed around 29 persons as Marketing Assistants. The above action of the Corporation in appointing these persons as Marketing Assistants is absolutely illegal, arbitrary, unfair, unreasonable, discriminatory and violation of Article 14 and 16 of the Constitution of India.

    As the Corporation being a Government Organization, it has to act in accordance with the equality clause contained in Article 14 of the Constitution of India. Before making appointments in the posts born in the service of the Corporation, the Corporation is legally bound to issue a notification giving due notice to all those candidates who are qualified an opportunity to seek appointment to the post. Admittedly, no notification was issued by the Corporation inviting applications for appointment to the post of Marketing Assistants and hence, not a single person from among the citizens other than those who were included in the ranked list was afforded an opportunity to seek appointment to the post of Marketing Assistants. Hence, it is clear that that the action of the Corporation in appointing 29 persons as Marketing Assistants without issuing a notification giving wide publicity affording an opportunity to all the candidates the right to be considered for appoint is absolutely illegal, arbitrary, unfair, unreasonable, discriminatory and violative of Article 16 and 21 of the Constitution of India.

    Apart from the above, many felt tricked and cheated after they found out that the interview was fake – the Management had below candidates, but arranged to have interviews nevertheless.

    Whom to Trust?? Under State Govt., they will hide everything to cover up their wickedness or to justify themselves. So the culprits have nothing to fear. Jai ho our opportunistic politics and hypocrisy!! To be honest, yet, still I believe in you Sir. I want your goodself to get to the bottom of this serious matter.

    The matter of sorrow is that the below named middlemen have played a vital role in identifying the job in KSWC for the below mentioned persons. Huge sums had been allegedly paid by the job aspirants to these middlemen. I hope that a probe into the job-for-money scam will soon be carried on without any political pressure and predetermined outcomes. If a full-fledged, free, fearless, and favourless enquiry is to be held, then full truth will come out in the end.

    The below persons had been appointed in KSWC to the post of Assistant in the year of 2006 in exchange for money. The money used for bribes to high-ranking KSWC official was paid through a middleman named Dhanaraj Pillai. But, Mr.Dhanaraj Pillai, was forced to return the bribe as these persons were terminated from KSWC in 2007. Although they were invited by the KSWC to appear an interview on 4th March, 2015 for appointment to the post of Assistant, they were deliberately denied job as they took back the kickback forcibly.

    Mr.Dhanaraj Pillai did not have the authority to offer anyone a state job. The then authority of KSWC had engaged Mr.Dhanaraj Pillai as middleman to collect the bribe money. Either way, very deceitful the way they are doing whatever this is they are doing.

    A local trade union has been constituted by these illegal appointees a couple of days back with a intention to persuade the management for the declaration of their probation even before the change of the Government in Kerala. It almost seems that some unseen powers are pulling strings behind the curtain.

    In my opinion, even at this stage, the above factual aspects of the matter, which cannot be disputed, are required to be taken into consideration. I feel it is my duty to report any activities that may compromise the integrity of a Public Organization.

    I wish to indicate my preparedness to co-operate with you towards the investigation of the matters raised in this humble petition. Please contact me as soon as possible to discuss this matter and to get more information.

      You can complain to relevant authorities like vigilance dept, or whatever are applicable in case like this

    Honorable Governor
    I had written to Honorable president that I can solve the problem of Ayodhya within a month and with my idealogy there will be a revolution in the country but I was shocked to receive the reply of President secretariat and dumped my file as when first person is reluctant to any change no country can proceed further but the success of AAP party had made me restless and I want to start my work and this time I had written to all the governor of the states will any governor show the initiative
